Faced with looming budget deficits, many states in the US are going to stop providing community services for the elderly and disabled that have enabled them to live independently.

As reported in the New York Times, states are beginning to cancel services such as home care, meals on wheels and assistance for family caregivers in an attempt to balance budgets.   But these cuts can come back to haunt them as people are forced into institutional care being paid for by Medicaid.
